I am a SSA Registered-Certified-Recognized Disabled PWD and I used to work in a sheltered workshop. It was Vocational Rehabilitation Services (VRS) that sent me to the sheltered workshop. The sheltered workshop found people full-time jobs. VRS should help a person to go to college if they want to go to college instead of sending the person to a sheltered workshop. It could be that one reason why some VRS's only offer jobs in sheltered workshops is due to cuts in the state budget which could affect in what type of services VRS will offer.

Because that is what they have always done and they aren't forward enough thinking to do anything else. Also no one has successfully pressured them to do anything else. Sheltered workshop are necessary for very very few people (if any) and should be considered the opposite of the least restrictive work environment. If that is all I was offered I would appeal my rehab plan.
